The Emperor is superb at this. He has raised morale, invented three holidays, and personally inspected the realm's only cooling fan, which he has declared a relic. He has raised zero dollars and is level one, but I've learned not to lead with that.

He is very good at it. The treasury holds nothing, the realm is level one, and yet there are three holidays on the books and a fan we are now obliged to venerate. That is a rare sort of talent, and I keep the ledger either way.
